In most cases, yes.  (For example, with RPMS you might not have to).

Means installing mcrypt support on your system, then rebuilding php linking
to those libraries.

Upgrade to Horde 2.2.1 would be easier.  But mcrypt will give you better
security and faster performance (how much I don't know).
