To get Administration to work for the defined user, /horde/config/conf.php has 
to be set for Horde authentication.  If it is set for IMP authentication the 
admin does not get the Administration options.

Most of our users log in to use IMP only.  It is annoying for them to have to 
log in twice to check their mail.

Is there any way to set IMP authentication and still give the admin the 
Administration tools?
