[horde] Redhat pop3 notls else no login

For reasons I cared not to research, Redhat's PHP Imap function requires the
/notls switch for POP3 connections.  Adding this around line 109 of
imp/templates/login.inc fixed it:

<option value="pop3/notls"<?php if ($protocol == 'pop3') echo '
selected="selected"' ?>>POP-3-NOTLS</option>

I'm sure this is known already.  Just thought I'd point it out if it's not.  Or
maybe I missed vital peice of information somewhere.
