[horde] Redhat pop3 notls else no login

This is true for *recent* RedHat RPMS.  Older RPMS don't do this.

Right fix, wrong place.  Fix it instead in the configuration files 
(horde/config/horde.php and/or horde/imp/config/servers.php).
