[horde] create users

sorry if this is a stupid question. but i really don't know how to manage 
this:

i installed horde 2.2.1 and imp 3.2. i created the database(mysql) and all 
other things explained in the INSTALL files. now i get a login screen. 

and here my question: how can i create a user? i tried to insert it directly 
to the db (with md5- and password-function) but nothing worked.

can anyone help me with that?
