I believe there are also scripts used setup to generate conf.php.
Or you can read the xml & create your conf by hand I would guess.

I've been trying to set up Horde on my web server, and I think that some
changes ought to be made regarding what Horde requires to run.
While gettext is a nice feature, for most Horde users, it's hardly a
necessary
feature. gettext should definitely be included in Horde, but it should be
an
option as opposed to a requirement.
Also, the domxml module is required to use the Configuration app, but my
host
doesn't want to install it because they said that it's considered
experimental
by PHP. It should also be possible to use Horde without domxml. Perhaps
the
conf.php files it generates could be included in all distributions. I know
that Horde itself comes with conf.php.dist, but this is not true of the
other
snapshots I've seen.
Just thought I'd throw that out there. Pardon my ignorance; I'm new to
Horde.
