[horde] Admin problem

Hi guys,

I've been playing with installing Horde 3.0cvs and have hit a wall with
the admin part.  I have added an existing horde user into conf.php
in the admins array, but on logging in as that user, there is no
"Administration" choice anywhere.

Is there something I've missed somewhere?
