[horde] can not change language

Install the language package for your OS in its not installed.
Maybe check to see if gettext is working or even present on the other
machine.
Horde relies on many programs not included in the OS.
Read the "Translations don't work" section of the file translations in
horde/docs for more information & it should be documented in the post
archives also.

i am really stuck in a problem with nls and do not no any further, i
hope someone out there can give me a hint!
runnning the last-nights-snapshot of
horde/imp/accounts/forwards/vacation/gollem. everything works really
really fine but on the (target) system where this is going to be
installed for "productive use" (800 users) i am not able to change the
language!

so it seems everything needed for our purpose is there. (??)
if i make a 1:1 copy of the whole horde-dir and copy it to another
machine (same os: suse 8.2pro, but many packages more installed) i can
choose any language i want (using the same browser on the same local
machine).
i think the target system is lacking some packages for nls support, but
which??
even changing the default language in horde/config/nls.php does show up
all the text in english! (well thats not bad, but we have many people
here from all over the world and having a horde-system running their
mother tongue would be very fine!)
any hints??
