[horde] Radius Auth

I no longer have access to a RADIUS server so I have no way of debugging the
code.  The code is not heavily tested, so it may very well be possible that
there are bugs in the code.  In the future, I think the RADIUS code will
eventually be changed to use radius PECL/Auth_Radius from PEAR instead.
