[horde] Configuration problem

I think I solve the problem (but not permanently)
I had to leave $conf['tmpdir'] to null to make this work.
I tried to change it to /tmp/horde but it didn't work out
Now it's OK, but it still doesn't make conf.php file on it's own
I had to copy the code myself
