[horde] Horde Admin panel

Have you configured an authentication backend? The
$conf['auth']['admins'] array defines the admin users, but it's not an
authentication backend. Check out $conf['auth']['driver'] and
$conf['auth']['params'] within the same file and make sure you have a
backend configured.
