[horde] Using horde/chora inside chroot

I'm having problems with executing programs inside chroot with horde/php. Specifically, I cannot run chora because rlog will not run inside chroot. Exec() returns 127 which is "cannot find program".

I tried using safe_mode in php.ini but it doesn't do anything.

Anyone know if this is possible to do? If not, I'll have to abandon the chroot.
