Either you didn't restart your web server after adding pgsql support,
or you have multiple php.ini files and php is using the wrong one, or
aliens have taken over your machine.

Check the location of your php.ini file in the phpinfo() output (from the
test page) to verify the location, and if it (phpinfo) says you have pgsql
support or not.
