[horde] Horde And themes

I would like to use themes with hord.

Under /horde/config I have create a themes directory whith the themes files.
I have modify /horde/config/prefs.php file like this :

$_prefs['theme'] = array(
    'value' => 'mozilla',
    'locked' => false,
    'shared' => true,
    'type' => 'select',
    'desc' => _("Select your color scheme.")
);

but the horde look is always the same....
So if I have missing something, someone can tell me what ?
