You have to checkout the framework module ( "cvs co framework" , into your 
horde directory). After that , you can make sure that all the packages are 
installed by going into the framework directory and do "php 
install-packages.php" .

You could have seen that by simply running horde test.php

This could easily become an FAQ entry :-) Should I send it there ?

For the record, one more post about that, it will be found more easily by
