the web frontend is part of horde so you'll need to go to
http://your.server/horde/ (or wherever your horde installation lives) then login
as a user with admin privileges (ie. one of the admins listed in
horde/conf.php). You should see a link to 'Administration' in the left-hand
menu, and under that you'll find 'Configuration'. It will start making sense
from there.
