Zend has a nice application suite that I'm using.  You can get it for $145.
You can get a 60 free demo of it as well.  It has a client side IDE and a
server side install that allows you to do thurough debugging.

http://dev.horde.org/ and http://horde.org/papers/ are what we've got. There
are
certainly plans/intentions to write more full documentation, but there isn't
a
timeframe.
