[horde] updating config files

    HORDE has a conf.php.dist file (horde/config/conf.php.dist) which should
be copied to conf.php and edited. It's true that all other applications
(imp,turba,kronolith,etc,etc) usually do NOT have the conf.php.dist.
Instead, they have a conf.xml which is parsed using Horde administration
screen and generates the conf.php. If horde cannot write the file to the
disk, content is shown and you should copy/paste on the conf.php file.
