We already cleaned some packages from Horde dependencies, but there are
still a lot left. Some are easy to fix, some harder and some will always
depend on Horde core functionality.
The goal (at least mine) indeed is to remove these dependencies where
possible to allow usage outside of our framework.

You could already now start to help us by identifying the packages that
still have dependencies, either hidden or explicitly mentioned in the
package.xml files. If you find the code inside the package that needs to be
replaced/fixed, we would have a list we could work from top to bottom.

Fixing the packages is currently no high priority though because, well, see
wiki.horde.org.
