[horde] Newbie question: How to add users...

I finally got horde framework (horde-RELENG) running without any projects 
in it. I also set up an admin account in pgsql using an insert sql 
statement.

It is my first exposure to horde. So please bear with any stupid question 
by me.

I can login to horde using admin:admin. Now it is a blue blank page with 
two icons at the bottom. Then, added one of the projects "nag" to the 
system. It came up in horde page as well.

My question is: How can I add users to the horde system? By directly 
manipulation horde_users table in db? Also, horde_categories and 
horde_prefs tables are empty. What is a category and how can I populate it?
