[horde] Installing horde-head

I'm trying to get install the HEAD (and all apps) from the latest tarballs.
The directories are in  and I have two (just two?) questions so far:

1.  I can't get into Horde....

Going to http://ciscy/horde-HEAD results in

#2 -- What are the conf.XML files and how do I use them. I've looked through
the various .php files in the config directories and set appropriate values.
What do I do with (or how do I work with) the XML files.
