I had the same problem but just figured out what was wrong !
In your conf.php for horde you have to make sure that your cookie path is
correctly
set to match your webserver configuration !
As it says

 What path should we set cookies to? This should match where Horde is on
your webserver - if it is at /horde, then this should be '/horde'. If Horde
is installed as the document root, then this needs to be '/' - NOT ''.

It worked for me .-)
