[horde] Horde and friends from CVS (HEAD) won't generate configuration

Hello-

I've spent the better part of the day searching through the MARC archives,
but no matter what I search on, I don't seem to find anyone else with the
same problem. 

Working with a HEAD install of Horde, Imp, Turba, Kronolith and framework
(and I did do the install-packages.php).  I was able to setup an admin
account (admin at ridewide.net) in the conf.php from CVS, as well as
configuring LDAP authentication.  I login as admin at ridewide.net, go into
administration->configuration and setup Imp, Turba and Kronolith without
problems (although I've chown'ed the config/* files root:nobody and chmod
0440, so the server couldn't write the new file, but rather gave me the copy
and paste option).  

The problem (sorry it took so long to get here) is that when I try to
configure Horde itself (because it says: No version found in your
configuration. Regenerate configuration), using the web interface, I set
everything up, but when I click on 'Generate Server Configuration' it sits
for a bit, then returns me to the configuration for the weather block and
yet the conf.php is *not* updated.

Any suggestions on where to look, what to do would be greatly appreciated.
