[horde] Horde and friends from CVS (HEAD) won't generate configuration

Additional information:

Although the horde/docs/INSTALL states that config/* should be chmod 0440
and chown root:nobody, I've changed the chmod to 0740 and the chown to
nobody:nobody (to match the UID/GID of the httpd processes) and still the
Horde generate configuration doesn't work.  Interestingly enough, the Apache
access_log is showing a POST with 200 status for
/horde/admin/setup/config.php.  

I have put the mask back to 0440 and ownership back to root:nobody on
horde/config/*, per the INSTALL doc.  But, I'm still curious as to why the
Imp, Turba and Kronolith conf.php's get generated just fine, yet Horde does
not.  Hrmm.
