[horde] Having all pages delivered in utf-8

Ok, the reason was my OS (Solaris9), which did not support all locales
with UTF-8, so setlocale failed and horde switched back to the charset
provided in horde/conf/nls.php.

Works fine for all locales supported. 
Maybe there should be a note about OS issues.
