That made it worse

[root at FREYA Log]# pear upgrade PEAR
downloading PEAR-1.3.1.tgz ...
...done: 95,968 bytes
upgrade ok: PEAR 1.3.1

[root at FREYA Log]# pear install Log
Fatal error: Call to undefined function: getopt2() in
/usr/share/pear/pearcmd.php on line 54

I found this article about the original problem.

Based on that I hunted down an earlier version of Log, 1.8.2 and with that
installed, horde/imp seems to work ok. (At least it let me log in)

I am afraid of straying too far from the list at this point, but I am
considering stripping out php and reinstalling it from scratch.

Look like you have a broken PEAR installer. Try:
pear upgrade PEAR
