[horde] horde and mysql - Debiab system - required 'phptype' specified but horde doesn't think so

Because the settings are there, and in an included file, yet the error
message clearly shows no notice being taken.

This is actually the second concerted effort I have made to get this
working. I get the impression that trying to find the error is like
looking for a needle in a haystack.

No indication of anything but "it's set but it doesn't pick up on it" is
seen on the system.
