[horde] initial configuration

I'm not sure what you mean by 'tabs'.  I haven't seen the Head configuration for
a while...but I'm not getting anything when I click to configure Horde, IMP,
Turba, etc...  They all say that they need configured, when I try to configure
one of them I immediately get an action canceled screen.  I'm sure it's
something I've overlooked, I haven't messed with Head for quite some time.
