[horde] initial configuration

What can I put in horde/admin/setup/config.php to figure out what the problem
is?  I'm far from a PHP expert, but it seems I'm not getting past the very
beginning part of the file, if it's even loading it.  IE4 give me a server
returned an invalid or unrecognized response.  Horde with imp 3.2.1 is installed
in a different location on the server and works ok(if it matters).
