[horde] Error trying to run horde after new install of horde- HEAD-2004-10 -07

Ok, I updated the framework. I went into the administration part, set
the database information and generated the config file. Now, at the top
of all the configuration pages I have this:

And, it's not letting me change tabs for the configuration parts. Is
there something else I missed?
