[horde] Problems created by global categories in Horde

The behavior in 3.0-ALPHA and before was badly broken in a number of ways, in
that it was impossible for anyone but the owner of a share to control the
colors and categories for it, etc. Do you have some actual suggestions on
addressing your concerns?
