[horde] 3.0.2.install: empty frames?

I'm trying to install Horde 3.0.2, following the INSTALL docs, and have run
across a perplexing error:  the test PHP script runs fine, but when I try to
load the "login" page for the first time to configure Horde, the browser goes
off and thinks hard for about two minutes, then displays a blank page (after
noting "1 of 3 items completed".  The page source has a frameset declaration;
I'm guessing that a fatal error is occurring in a frame's content.  There's no
error info in the page source, in the http server's log (r/o script crash), or
in the syslog.  A few relevant details about the setup here:

It's very likely the error is a dumb misconfiguration here, or a collision with
something else, but in the absence of any logging, I'm not sure where to look
next.  It does strike me as odd that Horde is grinding away for so long over
what I'd guess would be a quick operation.

Could someone familiar with the source point out any likely newbie errors I
may've made, or at least some way to cajole Horde into logging as it goes, I'd
be grateful.
