[horde] Blank page on Horde

When I started playing with Horde, I made one omission that caused
problems.  I can't recall if blank page was one of them.

After getting latest framework from CVS I neglected to run install-
packages.php (thinking back - duh!), so my PEAR became outdated.
Browser recognition relies on PEAR, so, I thought, this tip might help
someone still trying to understand how things work in Horde.  I know it
took me a while.
