[horde] Doesnt save xml - config

This is because the default Token configuration isn't working for some 
reason - perhaps /tmp isn't writeable, etc. I've just made a change in 
Horde 3.0.3+ that'll ensure that the config form doesn't try to use 
form tokens, to get around just this case.
