[horde] licenses

I was checking out 'thor' and saw that it carried a separate file in cvs
called "LICENSE" and most likely I hadn't noticed the same in other
modules but is it possible that they are there. After worrying, it
seemed that this was non-specific info that seemed to convey a GPL
license but didn't specifically state anything to that effect.

The 'about' web page states that 'most' are GPL with the exception of
framework and I get that.

shouldn't all of the modules carry a license file or at least refer
people to a web page that has the licensing info?
