[horde] horde + OCI9

Hi,
on a Red Hat ES 3.0 we have:
Horde 2.2.5
IMP 3.2.3
apache 1.3.3 and php4.3.10.
oracle 9i cleint ( the server is on a distant host)

I am having the following error in php.log:

Apparently PHP is not locating the tnsnames.ora file while in
phpinfo() OCI  enviromental varaibles are all correctly declared:
ORACLE_HOME, LD_LIBRARY_PATH, TNS_ADMIN, TWO_TASK
and ORACLE_HOME/bin is added to the PATH.

NB:from sqlplus i am able to connect.

Can anyone help.
