[horde] Admin Access Only For CVS?

Hello,

I have not been able to enable any Horde add-ons.  I can follow the instructions
until it says you have to login to horde as admin but after some searching it
sounds like that feature only works on CVS releases?

Because of this problem I am unsure of how to make any Horde add-on work (unless
the admin step is not required in final releases and I am doing something else
wrong)

Any help would be appreciated.
