[horde] Making the top menu identical across all apps

Is there an easy way to make the top menu bar identical across all
applications?  I want the menu bar to look the same whether I'm in imp, turba,
or ingo.  Clearly, I cna go hack the src to add things in, but I was hoping
there would be one easy place where this could be set, or maybe a config
variable that handles it for each app.
