Yes, for automated registration, you need to go to Administration -> Setup ->
Horde -> Sign Up (assuming you are using the FRAMEWORK_3 releases).  Configure
your options there and a sign up link will appear on the login screen.  
You can
choose some of the other options to control if you have to approve all
registrations or not.
