[horde] cannot generate horde.conf; screen stays blank (Edwin L. Culp)

For everyone stating that they get a blank screen in horde:

In your php.ini file change:

display_errors=On instead of off and restart apache.  The screen will now show
an error and give you the exact reason that horde is not showing you the screen
you expect.
Change display_errors=Off and restart apache once you find the source of the
problems.
