No, it only does this if the browser supports UTF-8

No. And that's not the root of the problem anyway.

Because that's what the mailer used as the charset. Without correctly
specifying it of course.

The provide a patch or sponsor some developement that allows users to
specify the default charset that should be used if none is set in the
message.
