[horde] Hooks question

I have a simple question regarding the use of hooks.  For hooks for  
prefs like from_addr and fullname, do the hooks only take effect when  
the user has never set the affected options?  I noticed that if I  
clear one of these preferences, save it, log out, and log back in,  
the preference is still empty.  I presume this is because the user  
now has an entry in the DataTree for that setting, but I'd like to be  
certain.
