[horde] Top menu changes

Hello. I'm setting up a new installation of Horde 3.0.6 with PostgreSQL 
as the database. I'm trying to make the application menu at the top of 
the screen (not the sidebar) be consistent. When i first log in, the 
menu looks like this:
    Home   Layout   Options   Help   Log out

If i click on either Home or Layout, the menu content doesn't change. 
But if i click on Options, the menu moves from the right side of the 
screen to the left and its content changes to look like this:
    Options   Help   Log out

Is there a setting somewhere that will cause the top menu to always 
remain the same? I've searched Google and examined the Horde config 
files but to no avail.
