[horde] Login takes me nowhere

In php.ini do you have these set?
    session.use_cookies = 1
    session.use_only_cookies = 1
Do you have cookies turned off in your browser?

With my Horde installation i've noticed that if session cookies are 
forced by php.ini and the browser has cookies off, login does exactly 
what you describe.
