[horde] Installing IMP Breaks Horde

Thanks Craig for the input,  I have checked all the pear modules and
everyting seems to be working because I use them in other scripts.  I did
take your advice and increased the limit to 24M and 48M -- neither seem to
have helped the issue with the issues.

I did make IMP inactive in the registry.php file and all was back and
working in Horde.  So, any more clues?
