[horde] weather.com block problems

hi,

seems, there was some change in weather.com block implementation in 3.0.7, 
because it reports some error and it does not work.

I copied over the old /horde/lib/Block/weatherdotcom.php from 3.0.6 that 
solved the problem.

Please investigate what can be the problem. I like Horde and if 
there is any possibility I would like to keep weather.com 
block working.
