[horde] Initial configuration

I have installed horder 2.2.5 with no problems before.

Now I have installed 3.0.8 and I am using (or trying to use) the web-based configuration utility as described in docs/INSTALL.  When I try to change "What backend should we use for authentication..." the page reloads, but automatically resets to the original choice.  Before, with 2.2.5, I would configure horde to use IMAP (dovecot) for auth, and then I had dovecot using passwd.  I see that horde now supports passwd authentication, but changing the menu to either of those two (IMAP or passwd) results in a reloaded page with the default option "Automatic authentication as a certain user" selected and the three initial options below are missing.  

What is going on here?
