[horde] Horde configuration generation fails

Okay... I made some changes to my apache configuration, and I think I'm
closer, but still not there.
For starters, I moved the webmail setup (on the file system). First, I
had "http://www.domain.com/webmail/horde/", where "webmail" was
symlinked to a folder at a parent level of "www.domain.com." After the
change, I now have a new virtual host, "http://mail.domain.com"/. Horde
is found at "http://mail.domain.com/horde/".
Now, when I run the configuration (from the mail subdomain), I get a
"download config.php" box. Interestingly, this file is blank.
I re-verified filesys permissions, and the apache user has write access
to the horde/config and horde/admin/setup directories (and to the files
inside them), and proper read and execute permissions (as needed) to the
rest of the folders and files.
I have added a <Directory> entry in my httpd.conf, and added ExecCGI,
MultiViews and FollowSymLinks. I can't imagine these settings are an
issue, because I also have SquirrelMail installed (I want both Horde and
SquirrelMail installed, to give my users the option), and it works fine.
I checked my apache logs for the mail.domain.com vhost, and the error
logs are blank. My access log shows (where, the x.x.x.x is my
workstation IP):

I'm not sure if this matters, but my server is running SuSE Linux
Enterprise 9.
