[horde] horde setup problems - javascript error on setup page. IIS

Hi guys.

Im trying to install horde 3.0.9 on an IIS server.

When I go to the setup page to configure everything, for me none of the tabs 
work so I cannot do anything as there is a javascript error.

The error is - 'horde_form_sections' is undefined.

Also trying to generate the horde configuration results in an error - 'There 
was an error in the configuration form. Perhaps you left out a required 
field.'

In the conf.php Ive set -

$conf['use_ssl'] = 0;
$conf['compress_pages'] = false;

These had no effect.

Any ideas would be appreciated!
