[horde] mimp not appearing on navbar when not logged in

Hi,

Have successfully got the Horde framework and many many modules working 
for Shadow, pretty much same setup as for my college except Shadow have 
many more modules, waiting to see how staff react to system. Wonderful 
system, thank you all developers.


At College mimp appears on the side navbar when not logged in.

At Shadow it does not. I am sure I got the composite authentication 
setup correctly cos just copied setup.

Any suggestions where to look?
